bradford tore his acl twice in one season. fans are still optistic. they say they trust chip. >> we wish a lot of success to nick foles but i think we're on to a new era in our football team. >> i wasn't surprised because i don't think he fits into chip kelly's offense. i've excited to see what maybe sam bradford will potentially do. i think i was more upset about mccoy. >> reporter: you nervous about all the changes? >> i am really nervous. i like chip. i like where he came from, oregon. he did a really good job out there. these trades not so sure about. i would like to see where he goes. i'm going to give him the benefit of the doubt, but it's not good this season, then i'm probably not going to be real happy about it. >> reporter: that's what we heard from a true eagles fans. trust but verify. they want to trust chip kelly's plan but they also want to see the results. they to want see the moves pay off and only time will tell.

mercer county across all the major interstates here. we are seeing that steady rainfall. and the daker green is showing us where the rain is a little heavier, but we're not talking about heavy rain here. just more consistent too, especially as you get closer to the shore and for most of delaware. so, this will be continuing as we go overnight tonight. a lot of rain off to our west. all this is going to move through before we actually see more clearing as we go through the day tomorrow. as far as temperatures are concerned, we were near 60 degrees this afternoon in philadelphia. rain moved in knocked us down to 51 degrees. areas north and west around the low 40s. upper 40s south jersey and delaware. the rain will continue as we go overnight tonight. coming up, i'll show you who can expect it for the morning commute. you can track the rain in your own neighborhood by using the "nbc10 news" app's enter active radar and track the hour-by-hour forecast as well. nbc10's jersey shore bureau has learned new details about an investigation of atlantic city's fire chief. dennis brooks is his name.

he was put on paid leave last week. today nbc10 obtained a letter sent to the city about an alleged incident at the public safety building. claims brooks dropped his pants in front of a woman working security at that facility. mayor's office would only confirm an investigation is under way. the woman's attorney is calling for an independent inquiry. police are not conducting a criminal investigation. nbc10's george spencer is headed to atlantic city. you'll see his full report tonight at 11:00. from the state capitol to the courtroom. today prosecutors in philadelphia announced corruption charges against two current and one former state lawmaker. nbc10's rosemary connors is joining us live with the new information. these are not the first lawmakers to be charged in this investigation, right? >> reporter: no, not at all, jim. since this investigation out of the da's office unfolded over the past year the number now stands at six.

six legislators who have been charged with taking bribes. in the latest round-up, those accused allegedly took anywhere between $750 and $2,000. the da called them desperate. >> she told him she was worried about raising campaign funds. he handed her $500 in cash. >> reporter: that was just one of a number of payments totaling $1500 that philadelphia district attorney seth williams says state representative bishop accepted from a lobbyist informant. legislator michelle brown lee and harold james are also accused of taking bribes. seth williams picked up the case when attorney general kathleen kane dropped the investigation. >> i really don't want to say much about the attorney general. i think she is her own worst enemy. >> reporter: kane said the case was racially motivated. according to the da the informant met with over 50 elected officials, white,

blacks, republicans and democrats. >> some of them like curtis thomas, when he came in said whoa, you got to get the hell out of my office you're going to start stalking about stuff, money for votes. >> reporter: seth williams says tony payton and congressman brendan boyle turned down the bribes. as for the three indicted the attorney for bishop now claims the da broke the secrecy rules by revealing that bishop would not answer the grand jury's questions. >> we're bound by the ethics, rules of the court, order of the court and the law, which is exactly what kathleen kane's in trouble for right now. >> reporter: charles says he plans to file a petition with the court on that matter. he would not comment about his client's alleged involvement in this case. i did reach out to the other two attorneys representing the two state lawmakers and they either declined to comment or did not return my calls. reporting live outside of the da's office in center city, i'm rosemary connors, "nbc10 news."

thanks. six officials have been charged. state lawmaker vanessa brown and ronald waters are still serving in general assembly. traffic court tynes has plead guilty accused of accepting a $2,000 tiffany bracelet from the undercover office. she pleaded guilty to conflict of interest. bribery and other charges were dropped. here's a closer look at how the sting went down. the informant posed as a lobbyist and held 113 meetings with various public officials between 2010 and 2012. in 2013 new attorney general kathleen kane dropped the case but philadelphia da seth williams reopened it last year. kane cited concerns over racial motivation and questioned the credibility of the informant. but williams has repeatedly questioned her decision and did so again today. >> and she said it was nonprosecutorable. clearly the attorneys of these

defendants who have reviewed the audio tapes, who have watched the videotapes and have spoken to their clients have thought it definitely prosecutorable. >> in response kane has said prosecutors disagree all the time on the merits of cases. new information this evening in the trial of eric torres accused of shooting a philadelphia police officer in 2013. a jury today found torres not guilty of attempted murder in that shooting but found him guilty on weapons and assault charges. he shot edward davies in august of 2013. torres ran from police after a traffic stop. prosecutors say torres shot davies as the officer tried to wrestle him to the floor of a market at fourth and ansbury streets. a truck driver surrendered to police to face a murder charge and has a message for motorists. efren jensen turned himself into stated police in king of prussia this morning. facing homicide by vehicle charges in the death of a

roadworker named bill mcwiggen. jensen is accused of speeding through a construction zone last june on the pennsylvania turnpike and crashing his tractor-trailer into construction vehicles. >> don't do it. be careful on the road. this is very serious and serious charges and anyone can wind up where i am right now, so slow down. >> jensen was receipt leased on $100,000 bail. he has a march 24th preliminary hearing. the families of mcwiggen and another injured worker did not want to talk on camera today. to the race for mayor in philadelphia. the deadline is now come and gone for candidates to file petitions for nomination at city hall. nbc10 at city hall as potential candidates look to beat the 5:00 deadline. each petition needs at least 1,000 signatures to be valid. the candidate didn't get his or her petition in by the deadline they cannot run this year. so here are some of the top contenders we're watching in the race for philadelphia mayor. the petition results won't be out until tomorrow.

institute bills doubled, then tripled and now south jersey customers say they're paying for the gas company's mistake. nbc10 south jersey bureau reporter cydney long is live in monroe township. to add insult to injury some customers say they're dealing with hangups, but you got some answers for them right? >> reporter: that's right. the company south jersey gas couldn't address why some customers are being hung up on after an hour on the phone. but they did tell me that they are overwhelmed with an astronomical call volume and the company is diligently working to try to the get to the bottom of the billing issue directly related to gas meter readings and estimates that has affected some 12,000 customers.

>> we want answers. we're being misrepresented. they want us to pay because they're threatening to shut their gas off. >> reporter: laura moore isn't the only one steaming about the most recent gas bill. >> it seemed like when we got our bill this moshgs it's triple. >> reporter: it's charging her for two current cycles. even after the company admitted they underestimated meter readings and underbilled consumers for several months now a bill that overestimates actual usage by hundreds of dollars. even if there was no underestimate to begin with. how upsetting is that how frustrating? >> do you see my face? it's very upsetting. apparently when you read online the facebook feuds are blowing up. >> reporter: moore says she didn't set her home thermostat at 90 degrees and she and others are comparing bills and sounding off on facebook community pages, banding together to not pay until there's some explanation. >> the fair thing to do would have been to estimate it the exact way last year's was.

>> reporter: south jersey gas declined an interview but told us three things. some people may see an overestimate due to last week's snowstorm, which prevented readings. that february was 33% colder this year over last. which will spike actual usage. finally, they say, they will send detailed payment plan letters this week to all of the affected customers. south jersey gas also says because their call volume is so high, the best time to reach them, early in the morning, 7 a.m. to 8 a.m. or during evening hours. i also reached out today to the board of public utilities. i can tell you there is right now no petition or no public hearing scheduled on this issue. live in monroe township, i'm cydney long, "nbc10 news." from our delaware bureau on this harriet tubman day. delaware leaders are discussing a plan that could be good news for tourists and state business owners as well. today the small business administration led a tour of

wilmington south bridge neighborhood. it was a key spot on the underground railroad. harriet tubman led thousands of slaves from the maryland line in kent county, delaware. officials are working on a plan to better mark the tubman biway. >> message today is clear. we can also play a role in promoting businesses, by touting our history and heritage and opening our doors to tourists and additional businesses along the way. >> the project would highlight businesses where tourists can shop and eat along the way. the small business administration is expected to start brainstorming sessions very soon. happening right now, a development dispute in delaware county goes before local leaders. a developer wants to buy acres of farmland and wildlife preserve in concord township and build houses. but a group calling itself save the valley has vocally opposed the plan. they say the original owner of the land wanted it to be preserved as open space. the concord board of supervisors is discussing this proposal and could take a vote as soon as tonight.

well the rain is around and the visibility is dropping for some of us because of the fog setting in. so rainy tonight with the fog around. and we really are seeing it on the roadways out there. especially along 95 and south philadelphia. pretty slow with the traffic there. rush hour and the rain not a good combination. visibility is now down to 2 miles. that rain will continue tonight. temperature drops down now to 51 degrees. it will be at a steady mid-40s as we go through the overnight hours. staying above freezing. this will mean more snow and ice melt across the area. temperatures staying above freezing with the rain around overnight tonight. clean out the gutters and storm drain if you don't want that localized flooding. some rain could be lingering for the morning commute tomorrow. don't think for everybody but parts of the area will see the rain. here's a look at the radar, so the green is showing us the lighter rainfall. everybody is pretty much seeing this light but consistent rainfall.

we'll get back to the radar in a second. temperatures now north and west above freezing around the low 40s and areas around low 50s. south jersey and delaware near 50 degrees. some spots like dover, mid-force. stone harbor coming in at 42 degrees. that rain that's continuing as we go overnight tonight. so, keep in mind, if you are heading out the rest of this evening, take it slower on the roadways. especially north and west where we've seen rain here for the longest amount of time across all the major interstates through the lehigh valley 76 478, wet roadways. the rain extends through the shore and delaware. we'll continue with this consistent rainfall overnight tonight. all that moisture you see off to our west is continuing to move in this contributions. we have several hours of rain to get through before we see more clearing. that clearing will provide us with warmer temperatures once again. until we get there, though the

rain will continue. future weather showing us through the 8:00 9:00 hour mostly on the light side. by 10:00, 11:00, we could see pockets of heavier rain. early tomorrow morning, i think a lot of that rain by 3 a.m. the bulk of the moisture could have been well offshore by that time. morning commute f you're south of philadelphia, you have the best chance for any early showers but for the most part, 7:00 8:00 9:00 we should see clouds breaking up. more clearing through the afternoon. with any sunshine we should be warming to around 60 degrees. some of you could be getting into the low 60s tomorrow too. for tonight, the rain continues. areas of fog lowering that visibility. 43 for the philadelphia area. we expect to stay above freezing, even north and west. tomorrow overnight showers. early fog, too. then clearing with milder temperatures in the afternoon. 58 to 61 degrees. so, it's going to be a mild day tomorrow. xind of like today, before the rain moves in. on thursday we'll be dropping to the low 50s.

reshaping the eagles. andy reid had 62 eagles in his final year two seasons ago. there's only 16 players left. chip is now trading quarterback nick foles to st. louis. they get the rams' often injured quarterback sam bradford who has missed most of the last two seasons, including all of last year. he tore the acl in his left knee each of the last two seasons. his career record with the rams is 18-30-1. nick foles, his record as the eagles' starting quarterback under chip, 14-4. made the playoffs and the pro bowl, had the best quarterback rating in the nfl in his first year starting under chip kelly but was hurt most of last season. draft picks are also involved with the trade. running back frank gore left the eagles at at altar joining colts. the birds are reportedly going after cowboys' running back demarco murray. birds safety malcolm jenkins tweeted to demarco, come on over to the dark side bro.

lesean mccoy introduced in buffalo. that trade is official. shady says he did talk to frank gore but only told him good things about the eagles. shady says his role changed in the second season under chip kelly. lashawn thought it was a little shady how the trade went down. he found out about it from friends. >> feels good to be here. feels good to be appreciated. since heard about the trade, the bills organization has been great, excellent. accepted me and my family with open arms embracing us. just not being aware of what was going on with the trade. to be honest i have to really say, they definitely showed me tons of love and support through my whole career. it's part of business. >> he said it feels good to be appreciated. interesting. birds get bills linebacker alonzo for the bills, played for chip at oregon. coming off a torn acl but in his rookie season, he had the third most tackles in the nfl. cliff lee, the flexor tendon

strain is still there in his elbow, so surgery is possible. that could end his season and threaten his career. his elbow was sore after his start thursday. he was shutdown over the weekend. phils say he'll be in a throwing program. he's going to try to pitch through it, but -- >> he did throw today and it went pretty well. very, very mild sensation. he's going to continue to throw. i have to say, we are not terribly optimistic it will progress and be better but we're going to give him that opportunity to throw. he's going to work on throwing progression, do his regular stuff, as long as he doesn't feel discomfort to the point where he needs to shut himself down. he'll continue to throw and see where it goes. >> and the phils were shut out by the tigers today
